DateLocationDescription
Edgar Pritchett is in the 1900 census listed as adopted son with Gottlieb and Eliza Steiner. In the 1910 census, Edgar is back with his father and new step-mother. Edgar's father John Pritchett had married Emma three years earlier (circa 1907) and had a 1-year-old daughter.

My guess is that Edgar's mother wasn't able to care for Edgar by 1900 (died, sick, etc.) so the Steiner family took him in. Then once his dad re-married, Edgar rejoined his father.

The "adoption" was probably only foster-care, since Edgar's father was still alive. It is possible that the Steiner and Pritchett families are related somehow.
