Mr. Garner was a native Washingtonian born into a musical family that included his late brother, Paul "Mousie" Garner, a vaudevillian who appeared in films and on television.
Frank Garner attended the old Central High School and, at age 15, started playing saxophone in bands.
His band jobs included backing Judy Garland and Barbra Streisand, as well as performing at White House functions. He also had played in the professional section of the Washington Redskins band.
In 1958, he opened Garner's Liquors in Brentwood. He moved the business to Riverdale about 10 years later and sold it in 1978.
He was a former board member of the D.C. Federation of Musicians, former president of the Riverdale Plaza Merchants Association and former president of the Lions Club chapter in Mount Rainier/Brentwood.
He did volunteer work at the Hebrew Home of Greater Washington. At Leisure World, he often played violin for fellow residents.
His wife of 57 years, Sarah Ehrlich Garner, died in 1991.
Survivors include two sons, Paul Garner of Washington and Donald Garner of Silver Spring; a brother, Harold "Happy" Garner of Gaithersburg; four grandchildren; and seven great-grandchildren.

  • Joseph Tremau, a veritable giant at 6'2" tall, served under Lafayette in the American Revolutionary War and was wounded in the foot at the Battle of Yorktown. He was sent to a makeshift hospital in a private residence which was run by Dr. John Johnson and his wife, Dr. Elizabeth (Lenneham) Johnson...parents of Lucretia Johnson. He was a paid soldier and was to go home to France after the war, but he fell in love with Lucretia and didn't want to go back.
    To avoid the possibility of prison for not returning to France, Joseph changed his surname to "SIPPY", a form of his mother's maiden name of "SIPPO" (supposedly of Italian origin), and stayed in America and married Lucretia. Joseph's sword is currently in the possession of Robert Ross Bowlby, a descendant of Joseph's granddaughter, Phoebe Sippy, and has been seen and photographed by Roy Allen "Al" Hudgens, Jr., in April of 2000.
