Dick was born on May 19, 1927, in Cherokee to Albert and Regina (Wilberding) Rupp. He received his education at the Maryhill school. He later served in the U.S. Navy during World War II. After returning from the service, he worked for Harold Johnston of Cleghorn, Iowa, operating his corn sheller. He became engaged in farming in 1948 with his brothers in Rock and Pilot Township.
