Thomas was the son of James E and Mary Anna (Thomas) Hicks, both natives of South Carolina. James was a planter and removed to Alabama in 1852, after the death of his wife. He died there in 1857.

Thomas was the eldest of five children. In 1860, he removed to Mississippi, where, in 1863 he joined the First Mississippi Infantry. He served at Port Hudson where he was taken prisoner. When peace was declared, he located on the Atchafalaya River. In 1876, he removed to a plantation of about five to six hundred acres.

In 1870, Thomas was elected justice of the peace and, also, at one point, served for two years as a member of the police jury. Thomas married Cordella A. Richard in 1871. They had five sons and two daughters, viz: Arthur L, John, Willery, Mansil, Elgee, Julia and Bessie.
