Richard was born May 13, 1921, in Wisconsin Rapids to Donald and Hazel (Meeteer) Smart. He married Nathalie Lester on Jan. 17, 1948, in Wisconsin Rapids.

Richard worked for Wood County Telephone Company for many years; then operated R.G. Smart & Associates Professional Engineers in Wisconsin Rapids; then established and operated SCA Cable Company in the town of Rome until his death.

Richard served in the U.S. Army during World War II, serving in North Africa and Italy. He was a member of the Masonic Lodge 128 F & AM of Wisconsin Rapids and was a former member of the Kiwanis Lodge.

Survivors include his wife, Nathalie; five children, Donn Smart of Waupaca, Peter (Donna) Smart of Wisconsin Rapids, James (Barbara) Smart of Chippewa Falls, Sara Smart of Nokomis, Fla., and Susan Smart of Nokomis, Fla; one grandson, David Smart of Chippewa Falls; and one sister, Nancy Edgley of Au Train, Mich.

Richard was preceded in death by his parents.

Ritchay Funeral Home in Wisconsin Rapids is handling all arrangements.

Memorials can be designated to the Opportunity Development Center (ODC).
