Delvin was born in Grant County on April 17, 1937, the son of Robert and Lucille (Hildreth) Rupp. He was united in marriage to Carolyn K. Mundon on January 4, 1964 at the Free Methodist Church in Platteville. He was a hardworking, loving husband, father, and grandfather. He worked at the Arthur Feed Mill, Lycon Inc. as a cement truck driver. He owned and operated Tri-County Septic Tank Service from 1976-1994. He retired from Cummins Filtration, Mineral Point, in 2001. After retirement he worked alongside his wife at the Belmont Sales Barn and Belmont Travel Center. He enjoyed gardening, fishing, hunting, bird watching, working around the farm, and spending time with children, grandchildren, and great-grandchildren. He also enjoyed playing "meat paddles" on Saturdays and Sundays. He will be sadly missed by his family, friends and two beloved dogs, Buddy and Duke.

He is survived by his wife, Carolyn, of 47 years; children, Rose (Tom Washburn) Brendemuehl, Rebecca (Gary Stanton) Rupp and Katie (Dan Nixon) Rupp; four grandchildren, Amanda, Kara (Ryan Dax), Logan and Sadie; two great-grandchildren, Conner and Madyson; one sister, Shirley (Larry) Hoffman of Lancaster; eight brothers, Douglas of Cuba City, Kenny (Donna) Rupp of Maquoketa, Iowa, James of Littleton, Colorado, Merle (Helen) of Sandwich, Illinois, Bernard (Jan) of Rewey, Chuck (Rita) of Stoughton, Delbert (Jane) of Platteville and Virgil of Boscobel; and many nieces and nephews. He was preceded in death by his parents and one sister, Ruth Rupp.

A funeral service will be held at 11:00 a.m. on Friday, March 18 at the Melby-Bendorf Funeral Home & Crematory, Platteville. Rev. John Oliver will officiate with burial in the Lima Union Cemetery. Friends may call from 4:00-8:00 p.m. on Thursday, March 17 at the funeral home or from 10:00 a.m. until the time of service on Friday at the funeral home.
